Comprehensive Medical and Dental Program (CMDP) for Children in Foster Care

The Comprehensive Medical and Dental Program (CMDP) is the health plan responsible for ensuring, in partnership with foster care providers, the provision of appropriate and quality health care services for the well-being of Arizona's children in foster care. It was formed in July 1970 by state law (A.R.S. 8-512External Link Icon). Eligible membership is defined in state law.

For those children in foster care, not qualifying for long-term care services, who are Title XIX or KidsCare eligible, CMDP is also the assigned AHCCCS health plan. CMDP pays for health care services for Arizona’s children in foster care placed in and outside of the state of Arizona. CMDP cares for children and youth in out-of-home placement from birth to 18 years, and up to age 21 in rare instances when the member is not Title XIX eligible. CMDP is a program within the Arizona Department of Economic Security (DES), Division of Children, Youth and Families (DCYF).

The purpose of the Comprehensive Medical and Dental Program is to ensure that members assigned to CMDP have appropriate access to medically necessary health care and to exhibit that CMDP is within the standards and mandates required by the Arizona Health Care Cost Containment System (AHCCCS) set forth in the Intergovernmental Agreement (IGA).

The hours of business for CMDP are 8 a.m. to 5 p.m. Monday through Friday. CMDP is closed Saturdays and Sundays, plus all state holidays. The CMDP Website tells how to get health services for Arizona's children in foster care. The Website is a great resource for healthcare providers, foster caregivers of our members and for members that are 18 to 20 years old in the Young Adult Program.
